MARQUEZ — LEO Lieutenant General USAF, Retired At age 79, Leo Marquez died peacefully surrounded by his family on Friday, December 30, 2011. He is survived by his wife, the former Stella Alvarez of Las Cruces NM, and their children Diana Marquez, David Marquez, Paula Hewitt and her daughter Alisa; Patricia and Allan Knighten and their daughter Adrienne; Phil and Susan Marquez and their children Marisa, Brittanae Brown and Michael Birner, siblings Ruben and Pedie Marquez, Jim and Helen Marquez, Mary Ann Greiner and sister- in-law Esther Marquez and numerous nieces, nephews and cousins. He was preceded in death by his parents Santiago and Emma Marquez, his brother Ben Marquez and sister, Carmen Baca. He was born on January 27, 1932 in Peralta, NM and grew up in the farming village of Tome, NM. Leo graduated from New Mexico State University’s Air Force ROTC program with a Bachelor of Science degree in zoology. He also earned a Master of Science degree in business administration from George Washington University. He was a distinguished graduate of the Air Command and Staff College and the National Defense College and received a Master of Business Administration degree from the Advanced Management Program for Executives, Carnegie-Mellon University. He was named a distinguished alumnus and received an Honorary Doctor of Letters from his Alma mater, New Mexico State University. He proudly served his country for 33 years as a US Air Force officer before retiring as a Lieutenant General. His many decorations include the Distinguished Service Medal, the Legion of Merit with one oak leaf cluster, Bronze Star with V for valor for combat in the Republic of Vietnam, Meritorious Service medal and Air Force Commendation medal with one oak leaf cluster. His last assignment was as Deputy Chief of Staff for Logistics and Engineering, Headquarters US Air Force, Pentagon. He was a pilot with over 2000 hours in single engine jet fighters. His many noteworthy achievements include the approval and implementation of the Air Force Combat Ammunition Center known as “Ammo U” and the maintenance badge that all Air Force maintainers now wear so proudly just above the heart. The Lt. Gen. Leo Marquez Award of Maintenance Excellence was named and is earned by civilian and military Air Force maintenance personnel in recognition of superior service. Since retirement from the Air Force, he was an executive in several engineering and aerospace companies and served the state of New Mexico on the Kirtland Partnership Committee, New Mexico Military Base Planning Commission and as a regent of both New Mexico Tech University and the New Mexico Museum Board. Elections for the Ammo Chiefs Association

Gentlemen: The term of office of all the ACA Officers expires December 31st; elections for a four (4) year term of office will be held October 1st to October 22nd. Nominations are now open until September 27th. We encourage each of you to consider serving the ACA over the coming four years! Duties of the officers can be found in the ACA Constitution (attached).

The following positions must be filled (current incumbents noted): President (Darrell Beasley); Vice-President (Rich Pennington); Treasurer (Danny Bridges); Secretary (Fred O’Hern); Chief @ Arms (Tom Zima; Directors @ Large (Mark Gossett, John Cecere, Dwight Howard, Bart Ivy).

Please submit nominations to the Election Committee (Darrell, Rich, or Fred) not later than September 27th; individuals nominated must be annual Ammo Chief Members in good standing (i.e. dues paid for 2011) or Ammo Chief Life Members. A current Membership Roll of Ammo Chief Members in good standing is attached for your convenience.

Update from Van Ray

Update as of 14 June,
Thought I’d give you an update on my condition.
Broken ribs (8). broken hip, concussion and busted tail bone…unauthorized flying lessons off the back deck from about 10-12 feet. Hard landing to say the least.
Spent 11 days in the hospital…lots of discussion about surgery or not on the hip…came home on 31 May with a plan to see if I’ll heal appropriately without surgery  I am bound to the the bed/chair…and no weight on left leg at all…for about three months. Go back to the ortho MD on 1 July for xrays and progress assessment.
Needless to say, it’s quite an adjustment for me…I’ve been very active all my life…and now I finally have to rely on someone else for very basic assistance.  Joyce has been a real trooper…couldn’t have done this bed/chair stuff withoutt her. Craig Sanders (retired Lt Col, SAC Ammo/EOD) lives in town and has been a real help to myself and Joyce.  Brother Mercer calls frequently and keeps me in line!

Van Ray was working on his back deck Friday, 20 May.  Says he does not remember how he did it, but he fell the twelve feet to the ground.  Long to short, he is in Pitt County Memorial Hospital, Greenville NC w/ eight broken ribs (left), a broken left hip, and a mild concussion.
They tried to stay away from hip surgery, but according to Joyce, they meet with the Doctor first of the week. Nobody works the weekends anymore!

He does not feel well, so phone calls may not be the best way to go. As caregiver, Joyce has her hands full w/o trying to explain his injuries to 100 different folks. Be it they all have best intentions.
So perhaps just send notes to his email and Joyce can print them off for him.

Tricare Young Adult (TYA) Program Now Open for Enrollment

TRICARE Young Adult (TYA) is now open for enrollment with coverage beginning 1 MAY 2011. Uniformed services dependents under 26, unmarried, and not eligible for their own employer-sponsored health care coverage may be qualified to purchase TYA, which offers TRICARE Standard coverage for monthly premiums of $186. A premium-based TRICARE Prime benefit will be available later this year. Dependent eligibility for TRICARE previously ended at age 21, or age 23 for full-time college students. Similar to provisions in the 2010 Patient Protection and Affordable Care Act, TYA extends the opportunity for young adults to continue TRICARE health care coverage, as long as their sponsor is still eligible for TRICARE. Complete information and application forms are available at http://www.tricare.mil/tya. TRICARE officials encourage beneficiaries to explore all possible health care plan options and costs when choosing a plan that best meets their needs.

Those considering TYA should determine if they are eligible before completing and sending in an application. The application and payment of three months of premiums can be dropped off at a TRICARE Service Center or sent by mail or faxed directly to the appropriate regional health care contractor. Beneficiaries can find out where to send their form and payment by filling out the simple profile at http://www.tricare.mil to get information tailored to their 4specific location. Once the initial payment is made, monthly premiums must be paid in advance through automated electronic payment. When the application is processed, TRICARE coverage will begin the first day of the following month. However, since TYA was ?fast-tracked? to begin enrollment as soon as systems changes, forms, premiums and other rules governing the program were approved and in place, TRICARE Management Activity will allow eligible applicants to be covered for the full month of May as long as enrollment forms and payment are received (not postmarked) by the regional contractor prior to 31 MAY.Those eligible for TYA who have been saving receipts since 1 JAN 2011, in anticipation of the new program, can also pay all premiums back to January to purchase coverage retroactively. After getting a welcome letter and enrollment card, dependents and their sponsor are encouraged to visit uniformed services identification (ID) card issuing facility to obtain a dependent ID card. The card will assist in identifying the dependent as eligible for health care, prescriptions and access to military installations. Nearby ID card facilities can be found through a link at http://www.tricare.mil/tya. The signing of the National Defense Authorization Act in JAN 2011, brought TRICARE in line with the provisions of the 2010 Patient Protection and Affordable Care Act, and enabled the extension of excellent TRICARE coverage to this new group.
